Well it has been about 3 years since I posted my first tutorial here and I kinda took a break from emulation for awhile. But now I am back and will start to release some more guides on how to accomplish things in DBC editing.
Step 1: You will need to have a DBC editor to edit the zone you wish to make Sanctuary, you can use this one I provide or one of your own. It really does not matter.

Step 2: Find your way to your DBC file, and find the AreaTable.dbc.
Step 3: Using mine or your DBC Editor open the AreaTable.dbc and proceed to find your zone. To find your zone just go ingame and type .gps at the location you want to edit.
Step 4: You want remove all numbers from field 4 in the zone you want to edit.
Step 5: Paste one of the following (whichever you prefer) into field 4.
19456 Allows Dueling
19496 No Dueling
17536 Free For All
64 Contested Territory
Step 6: Save the dbc and restart server.
Step 7: If you need an MPQ editor you can download mine here: https://mega.nz/#!hYgDVAhZ!MkumnoUc8Ui07ua8xhoO0zaxOHDX86hcfiygqBB8Cts
Step 8: Create a new MPQ or open your custom MPQ.
Step 9: Create a file inside of your MPQ and name it EXACTLY like this: DBFilesClient
Step 10: Move your AreaTable.dbc into that file and close the MPQ.
Step 11: Exit WoW if you have it running, and delete cache, then open WoW again and you will have your visual changes.
