Download Ladik's MPQ Editor
File -> New MPQ Archive
Make sure you include '.MPQ' at the end of your file name:

Create an empty MPQ archive
Next
Size of hash table (LEAVE DEFAULT 0x1000)
Next
Create MPQ archive with format version 2.0
Next
Finish
DBC files go in the folder called DBFilesClient.
