What type of server you'd prefer

There is no "populated quickly" out of the box. every server can be good and doesn't matter what version / type you create.
It's not only for you but for everyone, you must realize that high quality server advertises itself, if you wanna have 50 online max it's not the case, but if you wanna succeed in this niche (private server) you just need to work on you think is best and you feel most passion with. advertise server months before launch, perform high quality scripts, unique features launchers etc...
99.9% of servers that offers "custom" content ends up same p2w game module and same mistakes... i suggest you to play on other servers and learn from them mistakes :) a good example of how much advertisement can is Heroes Wow. big piece of total bullshit with p2w model. but still has 100+ online, why? because advertisement.
Another example is Eternal-Wow Remorse realm 255 custom content and i have to admin i enjoyed their content so far for last few years. and they have mediocre donate model but you still can obtain same items as you can with donate. but their high quality scripts and unique things made the server as it is now. (before it has 300+ online).And still there was SO much mistakes and undone stuff that can be improved.

Long story - short. Just do your best with any level cap it doesn't matter , what matters is advertisement and high quality content. peace.

Another thing here, custom content doesn't contains only items or mobs randomly spawned. it contains professions , quests, bosses loots, events, sockets, spells , talents etc etc. there is a lot to put in. and i won't suggest you to work alone find another guy who's up to that or even few, start building a team. and work together on your project.
Main part why team is important is not the "job can be done quicker" (well it's important factor too but...) other key is in the mindset and ideas, 3 heads better than 1. when you work alone you feel desperate for what you done, and you don't know is it wrong or is it right and you starting to test everything without subject review and opinions.
Also balancing stuff is hard. really hard. you must have at least medium knowledge of each class and how stats affects them. cause as i said in other threads i'll repeat myself 1 spell power on warlock not equal 1 spell power on mage.
And if you are lurking for some ideas, feel free to PM me, i can brainstorm some of them ( i like this part of job) ^^.
