[SOLVED] Title script and HelperNPC

Hi,im using OREGON-CORE 2.4.3 and i found one auto-title giver when you reach a number of kills.
The problem is that i don't know how to apply patches(.patch),i want to know if someone can help me with this script,because im not that good at that "C++" domain,im using a CORE not a REPACK!

Few week ago,i saw a script that inform you about anything on server,it was for TC so i don't know how to merge them to oregon,i want to know if there's any oregon-core script learning guide.
If you know any HelperNPC script,please let me know!
