All users are responsible for their own backups. With cPanel it's just a couple clicks.

Why does the OS matter? It's webhosting only, sorry no VPS.

Host dedicated is on Debian 7 running an openvz container running CentOS w/ cPanel for the webhosting.

No problem. Although, this is only for webhosting. You would not have access to the OS anyway, only the cPanel.
