What happens if someone on your server opens a ticket?
Does it still go to blizzard or can you edit it somehow that a GM gets the ticket?

If someone opens a ticket it will save into your database and a GM will be able to respond to it then or later. It is in no way connected to Blizzard.

You can deal with tickets via ticket commands.

GM Addons still use commands. But yes, command addons make it much easier if you aren't used to writing them out.
