MoP spell notification on screen to wotlk

When you levelup on mists of pandaria, you get the spell name on the screen, and auto learn it, any ideas how I can do this for wotlk? I would very much appreciate all the help I can get!

That is client side via MOP. Well, the visual aspect to that. You could code something server side that sends the spell icon / name via SendAreaTriggerMessage. For auto learning the spell, you'd do that server side.
