Does WORLD_EVENT_ON_SHUTDOWN count as a server crash, or only if you shut it down using .shutdown/^C in the terminal?

Crash will stop the whole program right there where it crashes.
So no. Only shutdown.

So far the recent version of TC that Eluna is on, it crashes when you do .restart or any other command/other method that restarts or shuts-down the console. I'm going to wait awhile before merging again so I know it will be fixed.
